The SAR is planning to become a knowledge-based economy. It is expected 
to have a high standard of education, but it is not the case. When compared 
with other developed countries, Hong Kong has a relative low standard of 
education. Only about 28 percent of people aged 18 to 22 in Hong Kong 
enrolled in higher education in recent years. The government should spend 
more money on education. Otherwise, other countries will sooner or later 
overtake its place.

Apart from the low education participation rate, problems also exist in 
the style and method of education. To make their students achieve good 
results in the public examination, many schools would set up a lot of tests 
to train their students. This exerts great pressure on students and that¡¦s 
why many talented students would like to study aboard.
Meanwhile, it also gives rises to private tutorial schools, which focus 
on teaching the examination techniques and giving tips. Students are more 
willing to pay money to take the shortcut ratter than learning the subjects 
step by step at school.

Moreover, most of the schools only concentrate on the subjects that will 
be examined. Students thus cannot receive all-round education. It is 
necessary for the government to improve the education.
